August 2007

Welcome

The California Energy Commission has issued the Preliminary Staff Assessment for the proposed Eastshore Energy Center. The assessment recognizes the significant benefits of the Eastshore Energy Project to the East Bay's electric infrastructure in Hayward and the benefits of this technology. In addition to ratepayer savings valued at between $11.4 million and $16.3 million, the project utilizes clean burning natural gas, state of the art emissions controls technology, ultra low water use, and reduces vehicle traffic from previous typical uses of the existing building. We are also proud that the assessment does not indicate any significant impacts on major areas of public concern such as Air Quality and Public Health.

I look forward to continuing to work with you.

Mark Your Calendar Upcoming CEC Workshop

Voice your support and get an update on the latest progress of the Eastshore Energy Center Project by participating in the upcoming California Energy Commission Workshop on Thursday September 6th from 1pm-9pm at Hayward City Hall. These workshops are designed to update the public on the status of the project and will include time for public comment. Your participation and support will help ensure the region's adequate power supply for years to come.

Sale of Wind Assets

Duke Energy of Charlotte, North Carolina, has acquired Tierra Energy's wind power development business.

Tierra Energy will focus its resources on the development of natural-gas fired power generation projects, such as the proposed Eastshore Energy Center, while continuing to pursue new wind power opportunities throughout the United States.

We've Moved

Tierra Energy, formerly based in Texas, has relocated its headquarters to beautiful Denver, Colorado. Our mailing address remains unchanged:

Power Supply

As the heat of the summer continues, we are all relieved to be able to turn on a fan or escape the heat into the cool of an air conditioned building. Higher-than-average summer temperatures drastically increase the region's electricity demand. Shortages also result from decreased hydroelectric generation in years such as this where we have experienced lower than average precipitation.

Any time the power reserves reach low margins, we face potential power shortages or rolling blackouts such as Bay Area residents experienced a few years back. Electric supply disruption can have results ranging from inconvenience - the power goes off while you are cooking dinner - to endangering lives in emergency care situations.

The Eastshore Energy Center is designed to ensure your continued access to power - so that fan or air conditioning comes on every time you need it.

To get an up to the minute look at California's power supply, you can view California Independent System Operator (CAISO)'s meter of California's actual demand for power versus our current energy supply by visiting their website at:

This free event will take place at the Marina Community Center, 13101 Wicks Boulevard in San Leandro. Light lunch to be provided. The event is free but reservations are required. To RSVP call: (510) 351-1481.

Ask the Project Manager

What will the plant look like?
The Eastshore Energy Center will appear as a low-profile, neutrally colored building with fourteen neutrally colored, 70-foot tall, 4-foot diameter exhaust stacks arranged in an east-west alignment along the northern portion of the site. The Clawiter Road-facing street frontage will be attractively landscaped with a vegetated berm and trees that will enhance the current appearance of the property and create screening for a majority of the facility when viewed from ground level at the entrance. Perimeter landscaping along the southerly and northerly portion s of the property will also provide an aesthetic buffer to neighboring businesses. Additional visual photosimulations of the plant can be viewed on our website: www.EastshoreEnergyCenter.com
