Other Tierra Projects: Happy Jack Wind Project
Tierra Energy is currently developing a new 30 MW windpower facility located west of Cheyenne in Laramie County, Wyoming. The project is located adjacent to the Happy Jack Landfill on property owned by the city of Cheyenne.
Once operational in 2008, the Happy Jack project will sell 100% of its clean, renewable energy to Cheyenne Light Fuel & Power under a 20-year Renewable Energy Purchase Agreement.

After extensive review of the Eastshore Energy Center site operations, location and equipment plan, The Bay Area Air Quality Management District has announced its preliminary findings regarding the project.
The BAAQMD has officially determined that the proposed Eastshore project will comply with all BAAQMD regulations, including the Best Available Control Technology and emission offset requirements of the BAAQMD's New Source Review regulation.
On Monday April 16th we hosted a Community Open House for neighbors, community leaders and other interested parties. The open forum allowed the community to have their questions addressed by the team of experts behind the project.
The meeting was a great way to both give information about the project and get input and ideas about how we can make it an even more positive asset to the local community.
Our thanks to all who participated and to the fine folks at Life Chiropractic College West who graciously hosted the Open House event on their campus.

The technology behind the Eastshore Energy Center project is such that it consumes no industrial water on a continuous basis. The water requirements for the project are less than 1 gallon per minute.
The water used for cooling is in a closed-loop system and therefore continuously reused without any loss. In fact, Eastshore's annual water consumption is less than that of 5 average Hayward households.
The majority of the water used by Eastshore is going to be used for site landscaping.

This project is near a school, how will the air quality be impacted? Is it safe for children and the elderly?
Eastshore would not cause unsafe conditions for school children. Eastshore performed air quality modeling of the facility emissions that demonstrates Eastshore will not cause a violation of any California or National Ambient Air Quality Standard (AAQS).
The AAQSs were established by the California Air Resources Board and the Environmental Protection Agency after an exhaustive review of current health effects data by blue ribbon panels of scientists and health professionals.
The AAQSs are set with a margin of safety to protect the most sensitive segments of the population,
children and the elderly. The BAAQMD and the CEC will complete their own independent review of Eastshore air quality impact studies and will likely perform independent verification studies. Both agencies have considerable expertise and experience in evaluating the potential air quality impacts of power plants.
Neither agency is allowed to approve any power plant that would pose a threat to public health.
My children have asthma, will this plant make it worse?
No, Eastshore will not worsen anyone's asthma. Please see the response to the question above. Eastshore will not cause a violation of any AAQS. The AAQSs are established with consideration for potential air quality impacts on individuals with asthma.
These standards are set with a margin of safety to protect the most sensitive and susceptible individuals in the population.
